Coacto Magus (Literally, "Forced Magic")
History: A beginning forger who, for certain circumstances, could not use magic, longed for using magic. He wanted to use magic so badly that he decided to construct a magic bracelet. He planned for it to give him magic, and, due to his inexperience, constructed a magic item used for that purpose, however it had a major flaw. Magic comes from the mind, and suits whatever the user is. This item did not come from the mind, however, and the magic had to find a seperate source. You can now find a forgotten gravestone in the mountains that read:
After that, the bracelet was forgotten, and all else, other than the poor forger, was fine. But, after many years, many had forgotten the tale of the forger, and may use the bracelet again.
Description: An all-powerful bracelet, the wearer can use all magic, and is all-powerful. However, each time the user uses magic, a portion of his soul is taken as a sacrifice. Every day after the wearer wears it, 50% of the user's life is restored. Here's what the life taken is:
Normal magic (all magic except for death)
-One common form of magic = 1% of the user's life.
-One advanced form of magic = 1.5% of the user's life.
-One forbidden form of magic = 2% of the user's life.
Mortis magic
-One common form of magic = 3% of the user's life.
-One advanced form of magic = 4.5% of the user's life.
-One forbidden form of magic = 6% of the user's life.

The red lines on the bracelet designate how much life you've used up. When the bracelet turns completely red, that means the wearer has used up all his/her life energy, and dies.
It may not be a weapon, but I couldn't find an "item" forum in the appendix.
